| The
past twenty-three years of war have left Afghanistan in ruins;
Afghanistan has a "ground zero" in every village,
city, and province. The infrastructure that happened to survive
the ravages of war has deteriorated due lack of maintenance.
Roads, irrigation systems, buildings, and homes need to be repaired
and rebuilt. US-ARC's Infrastructure Committee is working to
provide the temporary and permanent physical infrastructure
necessary for all committees to launch successful projects inside
Afghanistan. This includes building new facilities, renovating
existing facilities and providing temporary facilities to meet
the most urgent needs of the Afghan people. |

The
short-term objective of the committee is to meet the immediate
and critical needs of the Afghan people in selected sites. US-ARC
will conduct field surveys in collaboration with the Afghan
Interim Government authorities and local community leaders to
gather information, build relationships with local leaders and
select appropriate project sites. The Infrastructure Committee
will team up with well-established organizations such as Builders
Without Borders to launch construction projects that will emphasize
the use of local resources and labor. Security and accessibility
concerns will be considered when selecting project sites.
In the long-term, US-ARC will take a multi-phased approach to
rebuilding communities to meet the needs of a civil society
including housing, schools, healthcare facilities, and transportation.
US-ARC will work with Afghan and international civil engineers
to develop these multi-phased plans for targeted communities.
During this phase, US-ARC will introduce improved building materials,
earthquake resistant designs and train the local population
in improved construction techniques and skills. |

The
following attributes make US-ARC unique in its approach to rebuild
Afghanistan:
- Team
up with organizations that have a proven record in construction
efforts in other parts of the world such as Builders Without
Borders;
- Match
projects inside Afghanistan with partner organizations;
- Perform
a field survey of project sites to ensure feasibility;
- Develop
a detailed project plan;
- Develop
a detail proposal including project costs and resources
required;
- Work
with government and commercial organizations to secure funding
for the projects;
- Work
with Afghan local leaders and government organizations to
ensure security and obtain grassroots support in Afghanistan;
- Launch
short-term projects to produce results in under six months.
