It
is estimated that 30-50% of the population of Afghanistan
suffers from some level of mental distress as a result of
constant war, mass killings, executions, persecution, forced
internal displacement, and fear associated with living in
mined areas. At least 40% of the population has a disability
needing rehabilitation services. In the capital city of Kabul
over 50% of the population lives in absolute destitution and
poverty. Nearly 97% of women in Kabul suffer from major depression,
and 42% of them suffer from post-traumatic stress syndrome;
many are widows with no income or support. Furthermore, 10%
of all the landmines in the world are in Afghanistan causing
many injuries that go untreated and are a cause of death to
both young and old.

Our
solution begins with instilling hope and self-reliance in
the people of Afghanistan. After twenty-three years of conflict
the Afghan people feel that they have less freedom, choice,
and control over their own lives; their goals and dreams have
been virtually erased. US-ARC Human Services is developing
a holistic program that will not only provide the basic needs
of the people, but, more importantly, will provide the basis
of independence and hope. In order to begin this recovery
process, the US-ARC Human Services Committee proposes the
following solutions to ease the path to recovery and empowerment:
- Vocational
training programs to assist women, men and adolescents to
become job ready;
- Day
care centers for children;
- Bus
passes for single mothers and/or fathers who work;
- Health
care services with the collaboration of the US-ARC's health
sector;
- Adult
education classes with the collaboration of the US-ARC's
education sector;
- Mental
health services that will provide individual and group counseling,
as well as education and training for those who suffer from
depression, bi-polar disorder, post-traumatic stress syndrome,
etc.;
- Emergency
housing for refugees repatriating to Afghanistan;
- Relief
assistance such as food, clothing, and shelter based on
eligibility criteria;
- Volunteer
programs for those who are ready to assist others;
- Centers
and support groups for the elderly;
- Support
groups for those suffering from drug or alcohol addiction;
- Empowerment
groups for teens in conjunction with their schools

The
recovery process must ultimately come from each individual.
US-ARC hopes to aid in the recovery process by not only providing
basic needs, but by teaching and coaching self-reliance. Through
establishing community resources as well as developing partnerships
with other non-governmental organizations and government ministries,
US-ARC aims to build a viable human service delivery system
in each community. The US-ARC mission is to provide a holistic
program that meets the needs of the people from a psychological,
social, and physical point of view. This holistic program
will provide emergency food, clothing, and shelter to those
who are eligible. Furthermore, it will provide empowerment
and support groups so the people can become more self-sufficient
and be able to help each other in realizing their dreams and
hopes once again.
